In line with its 2021-2025 Country Programme, UNDP in Bosnia and Herzegovina (BIH) focuses on sustainable and inclusive growth, people-centred governance and social cohesion. UNDP is fully committed to support BIH with regards to its Agenda 2030 commitments as well as the European Union (EU) accession process. The CPD outcomes correspond to 3 outcomes of the UNSDCF 2021-2025 (outcome 1 on resilient, sustainable and inclusive growth, outcome 4 on accountable and transparent governance systems, and outcome 5 on social cohesion and trust).

To foster sustainable and inclusive growth, UNDP will leverage and integrate the environment and economic development sectors towards a low-carbon economy. The country programme will support low-carbon economic development focused on productive sectors and fast-growing industries, including by tapping into diaspora capital. In partnership with national authorities, development partners, United Nations organizations and the private sector, UNDP will support economic recovery from the COVID-19 pandemic crisis, including by introducing e-business, e-commerce and digital economy assistance packages to small businesses, and it will transition towards circular, low-carbon production cycles. The sustainable growth sector of the UNDP BIH programme is managing a range of interventions contributing to the programme goals of sustainable and inclusive growth.

The Sector Leader is leading the sustainable growth sector. Under the guidance and direct supervision of the Deputy Resident Representative, the Sector Leader is responsible for management of UNDP programme within the thematic/sectoral areas assigned. The Sector Leader analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services.

The Sector Leader supervises and leads programme support staff, coordinates activities of the projects’ staff. The Sector Leader works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Duties and Responsibilities

Ensures implementation of programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNSDCF, CPD and other documents.
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned.
  • Contribute to CO business processes mapping, monitoring and improvements, and to the content of internal Standard Operating Procedures.

Ensures effective management of the CO programme within the thematic/sectoral areas assigned, focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
  • Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
  • Initiation of a project, presentation of the project to PAC, entering project into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 2 in Atlas for POs and vouchers approval, participates in recruitment processes for projects.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects.
  • Follow up on audit recommendations. All exceptions are timely reported.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with other CO units and the senior management team, focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Ensures provision of top-quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Sound contributions to knowledge networks and communities of practice.
  • Training project staff on programme issues.

Ensure gender mainstreaming within the Sector

  • Ensures gender considerations are effectively mainstreamed throughout the Sector plans and activities, project documents and work plans, budgets, reports, researches, analyses and, where specifically relevant, analyzed in detail gender aspects and make recommendations;
  • Ensure gender equality is mainstreamed throughout team, consultants and staff management activities;
  • Ensures knowledge on gender equality is incorporated in cluster’s knowledge management activities and products.

Required Skills and Experience


  • Master's degree in social policy, public policy, politics, economics, development studies or a related area.
  • Bachelor’s degree with additional two years of experience may be taken into the consideration in lieu of MA.


  • Minimum 2 years (4 years with BA) of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
  • Proven experience in dealing with local government, private sector and donors.
  • Knowledge of relevant development trends, issues and policies in BiH and EU
  • Experience in the usage of computers and office software packages, experience in handling of web-based management systems.

Language Requirements:

  • Proficiency in English and B/S/C languages. Working knowledge of other UN language desirable
