Background Information

  • Bosnia and Herzegovina is particularly vulnerable to climate change due to its geographical position, economic importance of the agriculture, water management and forestry sectors, as well as due to its limited capacity for climate change adaptation. According to the Climate Risk Index data for BiH taken from the Global Climate Risk Index, in 2014 BiH ranked third in terms of total losses and damage caused by climate change. Therefore, it is of the utmost importance to determine the impact of climate change on Bosnia and Herzegovina and identify priority adaptation actions. Given the fact that climate induced disasters, in addition to evident economic losses and harmful consequences to human lives, also represent a significant opportunity cost for development, as resources invested in disaster response and recovery could be used to make investments in infrastructure, social and child protection, health and education. Introducing of DRR and CCA to local development planning aims to reverse the cycle of disasters and reduce economic and environmental instability. Indeed, development planning helps local government units to systematically create enabling environment for sustainable development that meets people's needs. This requires translation into cross-sectoral DRR strategic planning, coupled with adequate financing of the disaster risk management and climate adaptation measures and continuous investments in human and institutional capacities of various development sectors, to ensure that DRR has some level of guaranteed resources and provide powerful capacities for adaptation to climate change. Therefore, there is a need to promote development-oriented DRR in Bosnia and Herzegovina and to strengthen capacities of local governments, thus improving strategic and regulatory frameworks, and integrating multiple sectors into a whole-of-government DRR approach.
  • Joint Programme “Disaster Risk Reduction for Sustainable Development in Bosnia and Herzegovina“ is financed by the Government of Switzerland and the United Nations (UN), implemented by the UN agencies: UNDP, UNICEF, UNESCO, UNFPA and FAO in partnership with domestic authorities. The first phase is being implemented from 2019 and it will last until June 2023.
  • The Programme will introduce and operationalize an integrated model of disaster risk governance and livelihood enhancement at the local level, as a springboard to a bottom-up introduction of DRR governance in Bosnia and Herzegovina. Also, aim is to address key DRR priorities identified by 10 local governments and various stakeholders across various sectors: protection and rescue, education, social and child protection, health, and agriculture, improving local DRR coordination mechanisms, as well as affirming risk-informed strategic planning processes with focus on the most vulnerable population groups.
  • The consultancy is planned within the first phase of the Joint Swiss UN Programme „Disaster Risk Reduction for Sustainable Development in Bosnia and Herzegovina”, aiming to support people – with focus on the most vulnerable-and high-risk local communities in Bosnia and Herzegovina to prepare for and adapt to disaster risks and shocks across various development sectors.


Purpose

  • „Disaster Risk Reduction (DRR) for Sustainable Development in Bosnia and Herzegovina Joint Programme” envisages an internal Programme impact analysis to capture benefits of applying multisector approach per each partner Local-Self Government Unit (LSGU) regarding future advocating actions to reach sustainability of results.
  • Considering the errand within the Joint Programme, the purpose of this consultancy is to ensure facilitation of the participatory analysis, to enable productive assessment process and structured discussions of participating stakeholders. In this regard, a National Consultant to Facilitate Participatory Impact Analysis will be engaged (herein after - the Consultant).


Objective

  • The objective of the consultancy is to capture positive change in modus operandi of all LSGUs, where various Programme partners (line ministries, local governments) will be invited to share their views, recommendations and reflections related to the Programme achievements and benefits, and in terms of the Programme sustainability. Moreover, the Consultant will prepare a succinct summary report capturing all aspects and suggestions provided during the impact analysis.
  • Travel is required: Sanski Most, Bihac, Banja Luka, Prijedor, Gradacac, Kalesija, Bijeljina, Srebrenica, Trebinje, Kakanj


Duties and Responsibilities

  • This consultancy will enable participatory and interactive conduction of the impact Programme analysis per each LSGUs involved in the Programme (Bihac, Bijeljina, Sanski Most, Prijedor, Kalesija, Kakanj, Gradacac, Trebinje, Srebrenica and Banja Luka).
  • Specifically, the Consultant is expected to review relevant Programme documents and, in accordance with baseline to analyze and assess benefits per achieved results in all 10 LSGUs. Various Programme partners i.e. – approximately 140 representatives from line ministries, public institutions and local governments, will be involved to share their views, suggestions and recommendations with regard to the Programme progress, achievements and benefits of multisector approach in delivering various tasks. In addition, the Consultant is to summarize all participants’ inputs provided during the consultation period into a brief and structured report.

Tasks

The consultancy is presented, as follows:

  • Task 1 – Preparation and facilitation of the impact Programme analysis to enable structured and productive discussion and feedback from participants
  • Based on the agenda for the impact Programme analysis, the Consultant is expected to prepare and provide facilitation, as well as steer interactive and structured discussion among participants in all LSGUs (with members of DRR platform) and other partner institutions (institutions as a part of Steering Committee). Ultimately, the main aspects on which the analysis process will seek partners’ feedback are as follows:
  • Local government capacities, policy and framework processes prior, during and after the Programme support: i) progress against the baseline; ii) assessing multisector cooperation and coordination (including horizontal and vertical institutions/authorities); iii) capturing achievements, success factors and benefits provided by the Programme intervention per each LSGUs; iv) reflection on the relevance and quality of the assistance provided by the Programme; v) capturing reflections on the readiness and level to which each stakeholder could further carry-on Programme-related activities independently including recommendations.
  • Prior to the impact analysis, the Consultant is expected to conduct desk-review and familiarize herself/himself with the Programme document, Mid-term review, Programme Progress Report and other documents relevant to the Programme in the observed of time, as well as discuss with the Programme management the proposed event facilitation/moderation techniques (if any approaches are envisaged to ensure structured discussion).
  • Task 1 requires max 20 expert days.
  • Task 2 – Prepare a succinct report capturing all findings and recommendations of the impact Programme analysis
  • Within this task, the Consultant is expected to prepare a structured report (in the local languages), which captures all the findings, benefits, recommendations, and key reflections from participants in the process. The report, among other possible aspects, should contain those elements listed as main discussion points under Task 1.
  • Task 2 requires max 5 expert days.
  • Task 3 – Attending meetings of DRR platforms
  • Within this task, the Consultant is expected to attend meeting of DRR platforms in 2022 to additionally provide support to improve readiness and level to which each stakeholder could sustain Programme-related modus operandi independently. The consultant is expected to write a short report on the functioning of local DRR platforms, the positive effects achieved through the operation of local DRR platforms and suggestions for improving the operation of local DRR platforms. The report should also include an analysis of the sustainability of local DRR platforms after the project is completed
  • Task 2 requires max 10 expert days.

  • At least 5 years of extensive working experience in facilitation/moderation of participatory process, preferably in the public sector in Bosnia and Herzegovina.
  • Sound expertise and knowledge in the domain of local governance and local development, with specific knowledge of the strategic planning framework and disaster risk reduction in Bosnia and Herzegovina.
  • Excellent facilitation and communication skills.
  • Ability to write concisely and clearly.


Languages Requirements

  • Fluency in English and in the official languages in Bosnia and Herzegovina.


Other Requirements

  • Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource.
