JOB SUMMARY

  • As a member of the management, Human Resources supports staff, he/she works with the management team to carry out the daily activities including oversight of recruitment, total compensation, and training and development. Additionally, he/she focuses on delivering HR services that meet or exceed the needs of the company and employees and enable business success; as well as ensures compliance with all applicable laws, regulations, and company operating procedures. The Human Resources Manager may have responsibility for community relations, philanthropic giving, company community sports team and event sponsoring, space planning, benefits review, and administration. Reporting to the General Manager, management company, and the owners regarding all Human resources and training activities.


CANDIDATE PROFILE

Education and Experience

  • Bachelor or Master’s degree in a related subject. Three years’ experience in the human resources, management operations, or related professional area. Full updated knowledge of the local legislation and employment regulations of the hospitality field. Fluent in both Bosnian and English both written and oral. Comprehensive computer skills and knowledge of HR software management.


CORE WORK ACTIVITIES

Managing Recruitment and Hiring Process

  • Develop a superior workforce.
  • Develop the Human Resources department.
  • Implement an employee-oriented company culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance.
  • Oversee the implementation of Human Resources programs and policies. Identify opportunities for improvement and resolves problems.
  • Oversee and manage the work of reporting Human Resources staff. Encourage the ongoing development of the Human Resources staff.
  • Develop and monitor an annual budget that includes all Human Resources services, employee recognition, sports teams and community events support, company philanthropic giving, and benefits administration.
  • Select and supervise Human Resources consultants, attorneys, and training specialists, and coordinate company use of insurance brokers, insurance carriers, pension administrators, and other outside sources.
  • Conduct a continuing study of all Human Resources policies, programs, and practices to keep management informed of new developments.
  • Lead the development of department goals, objectives, and systems. Provide leadership for Human Resources strategic planning.
  • Implement HR departmental measurements that support the accomplishment of the company's strategic goals.
  • Manage the preparation and maintenance of such reports as are necessary to carry out the functions of the department. Prepare periodic reports for management, as necessary or requested, to track strategic goal accomplishment.
  • Develop and administer programs, procedures, and guidelines to help align the workforce with the strategic goals of the company.
  • Participate in executive, management, and company staff meetings and attend other meetings and seminars.
  • Assist in the interviewing and hiring of Human Resource employee team members with the appropriate skills, as needed.
  • Establish and maintains contact with external recruitment sources.
  • Attend job fairs and ensure documentation of outreach efforts by Human Resource Standard Operating Procedures.
  • Network with local organizations (e.g., Hotel Association and peers) to source candidates for current or future openings.
  • Oversee/monitor candidate identification and selection process.
  • Provide subject matter expertise to property managers regarding selection procedures.
  • Partner with vendor partners to ensure effective advertisement efforts are being utilized for open positions in appropriate venues to attract a diverse candidate pool.
  • Perform quality control on candidate identification/selection.
  • Lead competitive market research to establish pay practices and pay bands that help to recruit and retain superior staff.
  • Monitor all pay practices and systems for effectiveness and cost containment.
  • Lead the participation in at least one salary survey per year. Monitor best practices in compensation and benefits through research and up-to-date information on available products.
  • Conduct investigations when employee complaints or concerns are brought forth.
  • Monitor and advises managers and supervisors in the progressive discipline system of the company. Monitor the implementation of the performance improvement process with non-performing employees.
  • Review, guide, and approve management recommendations for employment terminations.


Administering and Educating Employee Benefits

  • Work with the unemployment services provider to respond to unemployment claims; review provider reports for accuracy and correct errors.
  • Prepare, audit and distribute unemployment claim activity reports to property management.
  • Attend unemployment hearings and ensures the property is properly represented.
  • Ensures that department has the available resources on hand to administer employee.
  • Coordinate all Human Resources training programs, and assigns the authority/responsibility of Human Resources and managers within those programs. Provide necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports.
  • Lead the implementation of the performance management system that includes performance development plans (PDPs) and employee development programs.
  • Establish an in-house employee training system that addresses company training needs including training needs assessment, new employee onboarding or orientation, management development, production cross-training, the measurement of training impact, and training transfers.
  • Assist managers with the selection and contracting of external training programs and consultants.
  • Assist with the development of and monitors the spending of the corporate training budget. Maintain employee training records.


Managing Employee Development

  • Support a departmental orientation program for employees to receive the appropriate new hire training to perform their job successfully.
  • Ensure employees are cross-trained to support successful daily operations.
  • Use all available on the job training tools for employees; supervise on-going training initiatives and conducts training, when appropriate.
  • Ensure coordination and facilitation of new hire orientation program to generate a positive first impression for employees and emphasize the importance of guest service in company culture.
  • Ensure attendance by all new hires and participation of the leadership team in training programs
  • Collaborate with the management team to ensure departmental orientation processes are in place and employees receive the appropriate new hire training to perform their job successfully.


Maintaining Employee Relations

  • Assist in maintaining effective employee communication channels in the property (e.g., develops daily communications and assists with regularly scheduled property-wide meetings).
  • Review progressive discipline documentation for accuracy and consistency, and checks for supportive documentation and is accountable for determining appropriate action.
  • Utilize an “open door” policy to acknowledge employee problems or concerns promptly
  • Ensure employee issues are referred to the Department Manager for resolution or escalated to the Director of Human Resources/Multi-Property Director of Human Resources.
  • Partner with Loss Prevention to conduct employee accident investigations, as necessary.
  • Communicate performance expectations by job descriptions for each position.


Managing Legal and Compliance Practices

  • Health and safety of the workforce.
  • Ensure employee files contain required employment paperwork, proper performance management, and compensation documentation, are properly maintained and secured for the required length of time.
  • Ensure compliance with procedure for accessing, reviewing, and auditing employee files and ensure compliance with the Privacy Act.
  • Maintain medical records in a separate, secure and confidential medical file for employees.
  • Facilitate random, reasonable belief and post-accident drug test process (As per legislation)
  • Communicate property rules and regulations via the employee handbook.
  • Ensure all safety and security policies (e.g., property removal, lost and found items, blood borne pathogens, accident reporting, and hygiene) are communicated to employees on a regular basis through orientation, property meetings, bulletin boards, and other available communication means.
  • Conduct periodic claims reviews with Regional Claims office to ensure claims are closed promptly, and reserve levels are appropriate for open claims.
  • Represent Human Resources at the property Safety Committee; helps to identify ways to create awareness of the importance of safety in the workplace and decrease accident frequency and severity.
  • Manage Workers Compensation claims to ensure appropriate employee care and manage costs.
  • Lead company compliance with all existing governmental and labor legal and government reporting requirements including; any related to equal employment opportunity, personnel with disabilities, family and medical leave, employee retirement and social security. Coordinate with the Department of Labor, over casual worker compensation, occupational safety and health administration, and so forth. Maintain minimal company exposure to lawsuits.
  • Direct the preparation of information requested or required for compliance with laws. Approve all information submitted. Serve as the primary contact with the company employment law attorney and outside government agencies.
  • Minimize risk and protect the interests of employees and the company by company Human Resources policies and governmental laws and regulations.
