Job Title: Senior Project Manager (m/f) (national position)

Unit: Office of Caritas Switzerland in Bosnia and Herzegovina (BiH)

Duty Station: Sarajevo (frequent field travel in BiH and the region/South Eastern Europe)

Start of Assignment: 16 January 2017.

Reporting to: Regional Director for the Western Balkans, Caritas Switzerland in Sarajevo, BiH

Duration: 3 year contract, with possibility of extension

Organisation:

Caritas Switzerland (CaCH) is a non-governmental aid agency and member of Caritas Internationalis. Cari-tas works worldwide and adheres to international humanitarian principles (NGO code of conduct). CaCH main focus in BiH is on Food Markets, Climate Change & DRR and Education and Income. We seek a dy-namic person as Senior Project Manager with relevant expertise in Agriculture and Value Chain Develop-ment for our project Income Generation in the Agricultural Sector (IGAS). Based in the Caritas Switzerland Country Office in Sarajevo, the incumbent will be responsible for planning, implementation, supervision and monitoring of the IGAS project in BiH. In addition, s/he shall provide guidance, assistance and advice to CaCH agricultural activities in Kosovo.

Key Tasks and Responsibilities:

Overall responsibility for the successful implementation of the IGAS project;
Represent CaCH in project area and BiH vis-à-vis private and public stakeholders including political level;
Establish contact for cooperation with local actors, the private sector as well as local authorities;
Liaise and work with relevant political institutions and actors (entity and state level) for coordination, co-operation and advancement of the project goal (resolution of problems, farmers’ interests, national and in-ternational standards etc.);
Lead coordinated project planning engaging regional and national farmers’ & producers’ associations, cooling facilities and wholesale buyers, and prepare periodical planning;
Overall supervision of procurement and distribution of inputs related to the existing credit structure;
Participate/guide value chain development in rural areas and lead facilitation of quality standard estab-lishment for fruits, berries and vegetables;
Keep track of the project indicators during monitoring and instil logframe monitoring;
Drafting and revision of reports to donors and stakeholders;
Supervise, coach and motivate staff assigned to the project and required involvement in hiring of staff and resolve routine problems as per the staff regulation;
ensure compliance with internal regulations and BiH financial regulations in cooperation with the Finance Administrator;
Use and encourage regional producers’ and farmers’ associations and cooperatives to apply participatory approaches as far as possible throughout the project cycle and beyond;
Implement CaCH policies regarding gender equality, Do-No-Harm/conflict sensitivity;
Actively participate in the development of projects and sectors of horticulture, berries and vegetables.

Essential requirements & qualifications

Bachelor or advanced degree in Agriculture, Economics or Management with a specialization in Agri-business value chain management, international marketing and/or standardization;
At least 10 years of relevant work experience in rural development out of which 2 years in senior managerial position with responsibility for the implementation and resource management in agriculture;
Good knowledge and experience in organisational development and working with local producer’s and farmer’s associations;
Experience in negotiation, coordination and leading processes involving various local & national actors;
Experience in project cycle management, including proposal writing, monitoring, report writing, etc.;
Proficiency (oral and written) in English and the local language (German is an asset);
Ability to work well in a team.
